New Jersey Representative Rob Andrews called for an independent agency to govern rail safety after a New Jersey derailment released thousands of gallons of vinyl chloride into the air last month. The National Transportation Safety Board is investigating the bridge which had rail alignment problems before the accident. Railroad expert witness Robert Comer of Magnolia, Ohio, questioned procedures which he describes as leading to the derailment. Comer has reviewed 300 railroad accidents nationwide.
