Sheppard, of the Bureau of Alcohol, Tobacco, Firearms and Explosives, described how the natural gas explosion sparked a huge fire that damaged or destroyed more than 80 homes in Indianapolis. Leonard planned to collect $300,000 insurance money after filling his Indianapolis home with natural gas and pouring gasoline in two rooms.
