Law Enforcement Expert Witness Testifies In New Mexico Case

Law enforcement expert witness Dr. Bill Lewinsky testified for the defense in the case against two Albuquerque police officers charged with killing James Boyd.  New Mexico Special Prosecutor Randi McGinn is seeking second-degree murder, voluntary manslaughter or aggravated battery charges against Officer Dominique Perez and now-retired Officer Keith Sandy.  The officers shot and killed the homeless man camping illegally in the foothills.

Dr. Lewinski has compiled an extensive video and text database pertinent to the biomechanical aspects of the reaction times of officers and suspects in a wide array of relevant scenarios. This research has pioneered a more universal understanding of why suspects are often shot in the back by officers who claim to have fired in response to an immediate deadly force threat. Dr. Lewinski has a doctorate in Police Psychology from Union Institute in Cincinnati, Ohio. He is a professor in the Law Enforcement Program at Minnesota State University,
