Jail Operations Expert Witness & Tulsa County Lawsuit

Jail operations expert witness Jeffrey Eiser testified in a civil rights lawsuit against the Tulsa County Jail. The plaintiff named former Sheriff Stanley Glanz and former Detention Officer Seth Bowers as defendants, alleging she was sexual assaulted while in the Tulsa jail’s medical unit.

Mr. Eiser is retired Deputy Director of Corrections for the Hamilton County Sheriff’s Office in Cincinnati, Ohio. He was responsible for the operation of four facilities with approximately 2,200 inmates. In this U.S. District Court case, he researched duty rosters, investigators’ reports, and input from other inmates and officers. He testified that Tulsa County had polices in place, but Tulsa officials did not follow them.

On February 25, Former Tulsa County Sheriff Stanley Glanz admitted that policies on housing young women at the Tulsa Jail were violated multiple times in 2010. The plaintiff was 17 years old at the time.
