Engineering Expert On 2008 Ash Spill

Dam construction expert B. Dan Marks testified in US District Court on behalf of plaintiffs suing TVA over the 2008 coal ash spill which sent over 5 million cubic yards of coal ash into the Emory River and  the surrounding area.   The engineering expert testified that the dike at TVA’s Kingston Fossil Plant coal ash holding cells was not built as planned and that documents show that the dike built in the 1950s was supposed to have been built of compacted earth but also contained coal ash, which resulted in a weak and soft foundation.
