Corrections Expert Witness Testifies Re: Closure Of Youth Facility

Juvenile corrections expert Peter DeMuro testified in Kanawha Circuit Court that West Virginia should immediately begin to close the Industrial Home for Youth in Salem.  Two Salem inmates filed a lawsuit alleging they were being treated unnecessarily harshly.  The juvenile justice systems expert witness says the maximum-security facility for troubled youths is “prison-like” that it is “totally inappropriate” for children and young adults.  His report suggests the main building be turned over to the adult prison system.  The West Virginia maximum-security facility houses about 74 juveniles up to the age of 21.
